Telecommunications monitoring framework for non-participating persons

The ACMA has developed a monitoring framework to assist its assessment of telecommunications carrier licence holders (carriers) who are considered to be non-participating persons.

How does it work?

Carriers who believe they are non-participating persons should consider providing the information in the table below to accompany the eligible statutory declaration (ESD) that is submitted by 31 October of each relevant year.

This information is requested in support of a carrier’s declaration that it has met the requirements to be considered a non–participating person as set out in the Telecommunications (Participating Persons) Determination 2015.

Voluntary provision of this information may reduce any subsequent requests by the ACMA for supporting evidence. The revenue calculation can be completed when making your online eligible revenue submission or alternatively a copy of the revenue calculation template is available on the eligible revenue portal.
