Outcome
We received 14 submissions to the consultation, of which 5 were confidential. Access the submissions at the bottom of this page.
After considering the submissions, we made the Telecommunications (Cabling Provider) Rules 2025. These Rules will replace the Telecommunications Cabling Provider Rules 2014 when they commence on 31 March 2025. The Rules amend the previous instrument to:
- clarify the provisions describing the Lift, Open and Restricted categories of cabling registration
- clarify the requirements for cabling work that uses specialised cabling, including that a cabler with Open cabling registration can perform or supervise cabling work involving any kind of specialised cabling provided they have met the relevant competency and registration requirements
- clarify the requirements for registered cabling providers to certify cabling work
- update the required competencies for the 3 categories of cabling registration and the additional units of competency for cabling work involving specialised cabling
- allow the ACMA to declare alternative qualifications or units of competency
- allow a cabling provider to use an expired cabling registration to meet the competency requirements for re-registration for up to 10 years after the expiry date
- include review processes for ACMA decisions about registering cabling providers and accrediting registrars
- update definitions and references to legislative instruments and industry standards.
Following our consultation, we have also de-registered the disused industry code, the Cabling Industry Committee Industry Code – Cabling Requirements for Business (2003).

Previous consultation: The issue
The Telecommunications Cabling Provider Rules 2014 are made for people who perform and supervise telecommunications customer cabling work. The instrument sets out a registration system for cabling providers, managed by accredited cabling registrars.
We believe that this instrument is necessary and should be remade with only minor changes.
We also want your views on a proposal to allow the Telecommunications (Section of the Telecommunications Industry – Cabling Service Operators) Determination 2015 to sunset on 1 April 2025. We propose to also de-register the associated industry code.
