Proposal to amend the ECS Determination

The issue

Some mobile phones may not be able to connect to Triple Zero in the Australian environment. To address issues with this, the Minister for Communications made the Australian Communications and Media Authority (Emergency Call Service Determination) Direction 2024

The direction requires us to amend the ECS Determination to achieve certain targets by 1 November 2024.  The draft Telecommunications (Emergency Call Service) Amendment Determination 2024 (No.1) sets out rules where telcos would need to:

  • identify mobile phones unable to access Triple Zero
  • give assistance to customers to access alternative mobile phones
  • stop providing services to the affected device.

The direction requires more changes to the ECS Determination to be made by 30 April 2025.  We will run a separate consultation regarding those changes.
