After reviewing the submissions, we have decided to remake the 2013 class licence with the changes proposed. The new 2023 class licence has extra provisions for cellular mobile base station and user equipment transmitters. 

This will better enable the use of technologies based on 4G and 5G standards, and potentially, later evolutions of those standards.

Previous consultation: The issue

The Radiocommunications (Public Safety and Emergency Response) Class Licence 2013 is due to sunset on 1 October 2023. Our preliminary view that it is operating effectively and efficiently. It continues to form a necessary and useful part of the legislative framework.

We want to remake the class licence before its sunsetting date. We also propose to better enable the use of cellular mobile (5G) technologies, as well as technologies authorised by the existing class licence.
