Certification statements
If you perform or supervise cabling work, you must prepare a written certification statement every time you complete a job for a customer. You must prepare the statement as soon as practicable after finishing the work, regardless of whether you have received payment for the work.
The statement must:
- Identify what cabling work has been completed (you should describe this in adequate detail, for example what room, floor or section of a building was the work performed)
- Include your name, contact details and registration number
- Identify whether you performed or supervised the cabling work, and
- State that the cabling work complies fully with AS/CA S009:2020 Installation Requirements for Customer Cabling (Wiring Rules).
Once you have prepared the certification statement, you must give a copy to the customer who engaged you for the work and your employer or contractor (if you have one). You must also keep a copy of the certification statement for 1 year after preparing it. You will need to provide copies of these to the ACMA if we ask you.
You do not need to prepare a certification statement if the work involved only a small cabling task. Small cabling tasks are:
- Running jumpers on distributions frames
- Transposing jumpers from distribution frames
- Removing jumpers from distribution frames, or
- Replacing a piece of minor cabling equipment such as a plug, socket, module or over voltage unit.
All other requirements under the Cabling Provider Rules still apply to small cabling jobs, including that the work must be performed or supervised by a registered cabler and comply with the Wiring Rules.
You can choose to prepare your certification statement using the below forms approved by the ACMA (TCA1 and TCA2) or you can use your own format, for example as an attachment to an invoice or receipt for the cabling work. If you use your own format, you must include the details listed above.
TCA1 form
How to complete TCA1
Complete all sections of the form.
- Print clearly.
- Describe the type and location of the work; for example, room, floor, section, department, building.
- Give the customer a copy of the signed form.
- If you have an employer, give them a copy of the signed form.
- Keep a copy for at least 12 months. You will need to provide these copies to inspectors or auditors from the ACMA if they ask you. If you have an employer, you can ask them to keep your TCA1 forms on your behalf but you are still responsible for them.
TCA2 form
Use the TCA2 form if you notice any non-compliant cable installations. Complete the form and give it to the customer or the building manager, even if this is:
- a pre-existing issue
- outside the contracted scope of work
You can issue this form:
- before you begin any work, with a quotation
- after you complete the cabling job, if something needs attention
How to complete TCA2
- Show which issues you have noticed (column 1).
- Decide how urgently the customer should address the issue (column 2).
- Print clearly in black ink.
- Give the customer the completed form. You are not required to keep a copy.
