The Cost Recovery Implementation Statement: Annual Carrier Licence Charge for the charging period 1 July 2023 to 30 June 2024 was approved by the Minister for Communications on 3 December 2024 and published by the ACMA on 13 December 2024.

Details of the 2 submissions received to this consultation are attached below and our responses to these submissions are outlined in Attachment D of the 2023-24 ACLC CRIS.

Proposed ACLC 2023–24

The Telecommunications (Carrier Licence Charges) Act 1997 imposes an Annual Carrier Licence Charge (ACLC) on each carrier licence in force at the start of a financial year. The ACLC is calculated annually to recover certain telecommunications costs incurred by the ACMA, the ACCC and Department of Infrastructure, Transport, Regional Development, Communications and the Arts from carriers.

Under the Australian Government Charging Framework, we are required to prepare a Cost Recovery Implementation Statement (CRIS) for the proposed ACLC each year.

Proposed cost recovery of the Fighting Scams measure

From the 2024–25 Budget, the ACMA will receive government funding for the Fighting Scams measure to administer and enforce rules for the telecommunications sector under the new Scams Code Framework. 

The costs incurred for performing these functions are proposed to form part of the ACLC from the 2025–26 financial year.
