We received two submissions in response, and the majority of feedback concerned spectrum licensed receiver compatibility requirements and maximum interfering power levels for the protection of spectrum licensed receivers operating in the 850/900 MHz bands (see Appendix E of the RALI). We have updated Appendix E to reflect the proposed modifications and included a reference to the Radiocommunications Advisory Guidelines (Managing Interference to Spectrum Licensed Receivers – 850/900 MHz Band) 2021 for further information.
Other suggestions included in the updated RALI was adding more information on coordination requirements with unregistered spectrum licensed transmitters and clarity around the frequency assignment requirements for sound outside broadcast (SOB) links. Some other suggestions received were outside the scope of the current review and have not been incorporated at this time.
Previous submission: The issue
RALI FX 22 specifies coordination arrangements for apparatus-licensed point-to-point services operating in the 800 MHz band, including inter-service coexistence arrangements with spectrum licensed services.
In August 2021, we finalised updates to the 850/900 MHz spectrum licence technical framework. These updates included amendments to coexistence arrangements between spectrum licensed services and frequency-adjacent apparatus-licensed point-to-point services.
We are now consulting on proposed updates to RALI FX 22, which aim to align it with the recently revised Radiocommunications Advisory Guidelines for 850/900 MHz band spectrum licensed transmitters and receivers.
The proposed updates outline:
- the requirements for new spectrum licensed transmitters to protect existing point-to-point receivers operating on adjacent frequencies
- the out of band protection requirements for existing spectrum licensed receivers which are to be applied when coordinating with new point-to-point transmitters – detailed in Appendix E.
The majority of the proposed changes are in Appendix E and incorporate the new notional receiver parameters detailed in the Radiocommunications Advisory Guidelines (Managing Interference to Spectrum Licensed Receivers – 850/900 MHz Band) 2021.
We are also proposing minor editorial changes, to remove redundant text and to align the document with the current stage of the band reconfiguration implementation process, as outlined in Appendix D of RALI FX 22.
