Statement of Significant Event – Formula One Australian Motorcycle Grand Prix at Phillip Island 2024

This statement is made in accordance with subsection 54A(5) of the Radiocommunications Equipment (General) Rules 2021 (General Equipment Rules).

Declaration of a significant event – Australian Motorcycle Grand Prix 2024

On 16 September 2024, the ACMA made the Radiocommunications (Significant Event – Australian Motorcycle Grand Prix) Declaration 2024 under subsection 54A(2) of the General Equipment Rules. 

In the declaration, the 2024 Australian Formula One Motorcycle Grand Prix has been declared a significant event.

Period of the significant event

The significant event starts on 16 October 2024 and ends on 21 October 2024.

Location of the significant event

The location of the significant event is a circle that:

  • is centred on the GDA94 coordinates: -38.50393°, 145.23474°
  • has a 1 km radius.

Please note: the location of the significant event covers the Phillip Island Grand Prix circuit and parts of surrounding areas.

Exemptions

A declaration of a significant event may provide exemptions for:

  • radiocommunications devices
  • transmitters 
  • telecommunications customer equipment and customer cabling
  • cabling work.

Radiocommunications devices - exemption

Subsection 54A(1) of the General Equipment Rules exempts a person from using, operating, possessing or supplying devices that do not comply with the general standard. This is on the condition the device is imported for use in Australia in connection with a significant event. For example, Australian Motorcycle Grand Prix 2024.

The device can only be used or operated in Australia at the location of the significant event. It can only be used during the significant event.

Please note: device requirements in relation to the electromagnetic computability (EMC) standard, electromagnetic energy (EME) standard and the Radiocommunications (Low Interference Potential Devices) Class Licence 2015 (LIPD class licence) may still apply.

Transmitters and LIPD class licence exemptions

A person may be exempt from operating a transmitter under subsection 5(2) of the LIPD class licence if the transmitter:

  • is imported into Australia solely for use in connection with a significant event (for example, the Australian Motorcycle Grand Prix 2024)
  • meets any requirements to be tested or inspected before it is used in Australia
  • complies with all conditions or requirements on the use of the transmitter in Australia
  • is used in Australia only at the location of the significant event
  • is used in Australia only for the duration of the significant event.

Telecommunications customer equipment and customer cabling exemptions

Clause 5 of Schedule 2 to the Telecommunications (Labelling Notice for Customer Equipment and Customer Cabling) Instrument 2015 (TLN) exempts an item from telecommunications labelling requirements if:

  • the item is imported for connection to a telecommunications network or to a facility of such a network in relation to a significant event (for example, the Australian Motorcycle Grand Prix 2024)
  • the manager of the network or facility has given written consent to the connection for the duration of the event.

Cabling work exemptions

Cabling work may be exempt from requirements in the Telecommunications Cabling Provider Rules 2014 in certain circumstances.

Clause 9 of Schedule 1 to the Telecommunications (Types of Cabling Work) Declaration 2024 exempts cabling work if it involves the installation or maintenance of customer cabling that:

  • is for use in broadcasting content for the duration of the significant event
  • is connected, or is for connection to, a telecommunications network in accordance with the written consent of the manager of the network
  • will be completely removed from the locations of the significant event afterwards.
