Compliance priority
In 2023–24, as part of our compliance priorities, we had a focus on minimising gambling harm by taking action against illegal offshore wagering providers targeting Australians (particularly during the FIFA Women’s World Cup 2023).
In April 2024, we published a report on our World Cup illegal offshore wagering investigation. We also published a news article on our website.
Consumer awareness campaigns
We started a consumer awareness campaign on 22 May 2024 alerting consumers to the ban on using credit cards and digital currency for deposits to licensed wagering operators. This came into effect on 11 June 2024.
The campaign continued through to 30 June 2024 and provided links to information about the ban.
Another consumer awareness campaign alerting consumers to the risks of using illegal offshore gambling sites commenced in February 2024 and continued to the end of June.
Enquiries and complaints
Of the 514 enquiries and complaints we received, 463 (90%) were valid complaints that we could investigate under the IGA.
Over the quarter, we received 144 complaints and 17 enquiries in April; 149 complaints and 17 enquiries in May, and 170 complaints and 17 enquiries in June.

Investigations
We completed 14 investigations that involved 15 gambling sites. We found one or more breaches of the IGA in 12 investigations. There were 17 findings of breaches:
- 12 for providing a prohibited interactive gambling service to Australian customers.
- 4 for providing an unlicensed regulated interactive gambling service to Australian customers.
- one for advertising a prohibited and/or unlicensed regulated interactive gambling service in Australia.

We issued 15 formal warnings to providers:
- Beforelity Solutions N.V. for providing a prohibited interactive gambling service (Winport Casino).
- Bets Entertainment N.V. for providing a prohibited and unlicensed regulated interactive gambling service (Bets.io).
- Dama N.V. for providing prohibited interactive gambling services (Dundee Slots, Spin Fever, Jogi Casino, Clubhouse Casino and Lucky Wins).
- Dama N.V. for providing a prohibited interactive gambling service (Jackpoty Casino).
- Dama N.V. for providing a prohibited interactive gambling service (Lukki Casino).
- Dama N.V. for providing a prohibited interactive gambling service (Wanted Win).
- First Class Media Pty Ltd for providing a prohibited interactive gambling service (Bucks Empire).
- Friolion Limited for providing a prohibited interactive gambling service (Jackpoty Casino).
- Hollycorn N.V. for providing prohibited interactive gambling services (Lucky Hunter and John Vegas Casino).
- Hollycorn N.V. for providing a prohibited interactive gambling service (Richard Casino).
- Libergos Limited for providing prohibited interactive gambling services (Lucky Hunter and John Vegas Casino).

We reported 359 URLs to accredited family-friendly filter providers for inclusion in the sites blocked when the filters are installed.
Website blocking
We have continued website blocking of services found in breach of the IGA. The majority are casino-style services offering games like blackjack, roulette, poker, and slots. A number of the sites also provided wagering services without an Australian licence. It is an offence to provide or advertise these types of services to customers in Australia.
We blocked the following 50 websites. These relate to illegal gambling services, and include alternate sites set up to evade the blocks:
