Action on interactive gambling: January to March 2024

1 We looked into 365 enquiries and complaints
2 We completed 6 investigations into 27 gambling sites
3 We found 24 breaches of the Interactive Gambling Act 2001 (IGA)
4 We issued 4 formal warnings
5 We referred 52 websites to internet service providers for blocking
6 We made one referral to the Department of Home Affairs for inclusion on the Movement Alert List (MAL)

Consumer awareness campaigns

We started a consumer awareness campaign on 19 February 2024. This will continue through to June 2024. The campaign includes a short educational video that aims to:

  • alert consumers to the risks and lack of protections when using illegal offshore gambling sites
  • raise awareness that the offshore gambling sites on offer to Australians are provided illegally. 

The campaign also directs consumers to information on our website about illegal gambling operators and the risks involved.

Enquiries and complaints

Of the 365 enquiries and complaints we received, 332 (91%) were valid complaints that we could investigate under the IGA.

Over the quarter, we received 86 complaints and 15 enquiries in January; 129 complaints and 8 enquiries in February; and 117 complaints and 10 enquiries in March.

Investigations

We completed 6 investigations that involved 27 gambling sites. We found one or more breaches of the IGA in 5 investigations. There were 24 findings of breaches:

  • 19 for providing a prohibited interactive gambling service to Australian customers
  • 5 for providing an unlicensed regulated interactive gambling service to Australian customers.

Enforcement and disruption action

We issued 4 formal warnings to providers:

  • Rust Clash Entertainment Ltd for providing a prohibited interactive gambling service (Clash.gg).
  • Hollycorn N.V. for providing prohibited and unlicensed regulated interactive gambling services (Lucky7even, 50 Crowns, Rockwin and Bitdreams).
  • Libergos Limited for providing prohibited and unlicensed regulated interactive gambling services (Lucky7even, 50 Crowns, Rockwin and Bitdreams).
  • Rabidi N.V. for providing prohibited and unlicensed regulated interactive gambling services (Mr Pacho and Casino Infinity).

We made one referral to the Department of Home Affairs for inclusion on the MAL.

Website blocking

We have continued website blocking of services found in breach of the IGA. The majority are casino-style services offering games like blackjack, roulette, poker and slots. A number of the sites also provided wagering services without an Australian licence. It is an offence to provide or advertise these types of services to customers in Australia. 

We blocked the following 52 websites. These relate to illegal gambling services, and include alternate sites set up to evade the blocks:
