Action on interactive gambling: October to December 2023

1 We looked into 294 enquiries and complaints

A compliance priority

We have identified minimising gambling harm as one of our compliance priorities for 2023–24. This includes taking action against illegal offshore wagering providers targeting Australians (particularly during the 2023 FIFA Women’s World Cup).

For the World Cup, we:

  • monitored over 200 offshore gambling sites
  • identified those that appeared to be providing unlicensed wagering services to Australians
  • finalised 11 investigations into these services during the quarter. 

Australian users of illegal wagering services have minimal, if any, consumer protections and risk losing funds. They are also exposed to an environment where harm minimisation measures are generally not in place.

Offshore wagering services present an additional risk to punters as they typically offer online in-play betting. This can involve very short-term and repetitive betting – characteristics of high-risk forms of gambling.

Consumer awareness campaign 

We conducted a consumer awareness campaign between October and December 2023 in conjunction with the NRL and AFL finals and spring racing carnival. It aimed to:

  • alert consumers to the risks and lack of protections when using illegal offshore gambling sites
  • raise awareness that the offshore gambling sites on offer to Australians are provided illegally. 

The campaign also directed consumers to information on our website about illegal gambling operators and the risks involved.

Enquiries and complaints

Of the 294 enquiries and complaints we received, 241 (82%) were valid complaints that we could investigate under the IGA.

Broken down over the quarter, we received:

  • 83 complaints and 14 enquiries in October
  • 73 complaints and 21 enquiries in November
  • 85 complaints and 18 enquiries in December.

Investigations

We completed 20 investigations that involved 40 gambling sites. We found one or more breaches of the IGA in 17 investigations. There were 57 findings of breaches:

  • 37 for providing a prohibited interactive gambling service to Australian customers
  • 19 for providing an unlicensed regulated interactive gambling service to Australian customers
  • one for advertising a prohibited and/or unlicensed regulated interactive gambling service in Australia.

Enforcement and disruption action

We issued 12 formal warnings to providers:

  • Sprut Group B.V. for providing a prohibited and unlicensed regulated interactive gambling service (Spin Better).
  • S.G. Global Work Limited for providing a prohibited and unlicensed regulated interactive gambling service (Spin Better).
  • Paloma Media N.V. for providing a prohibited and unlicensed regulated interactive gambling service (Thunderpick).
  • Dama N.V. for providing a prohibited and unlicensed regulated interactive gambling service (Betibet).
  • Friolion Limited for providing a prohibited and unlicensed regulated interactive gambling service (Betibet).
  • Dama N.V. for providing prohibited and unlicensed regulated interactive gambling services (Greenspin, Slotman and Jeetcity).
  • Friolion Limited for providing prohibited and unlicensed regulated interactive gambling services (Greenspin, Slotman and Jeetcity).
  • Santeda International B.V. for providing a prohibited and unlicensed regulated interactive gambling service (Golden Bet).
  • Santeda International Limited for providing a prohibited and unlicensed regulated interactive gambling service (Golden Bet).
  • Hollycorn N.V. for providing a prohibited and unlicensed regulated interactive gambling service (Zota Bet).
  • Araxio Development N.V. for providing a prohibited interactive gambling service (Buran Casino).
  • Rabidi N.V. for providing prohibited and unlicensed regulated interactive gambling services (Playzilla, Wazamba, Zet Casino, Slots Palace, Nomini, Casinia, SG Casino and FezBet).

We reported 27 URLs to accredited family-friendly filter providers for inclusion in the sites blocked when the filters are installed.

Website blocking

We have continued website blocking of services found in breach of the IGA. The majority are casino-style services offering games like blackjack, roulette, poker, and slots. A number of the sites also provided wagering services without an Australian licence. It is an offence to provide or advertise these types of services to customers in Australia. 

We blocked the following 58 websites. These related to illegal gambling and affiliate services, and included alternate sites set up to evade the blocks:
