Action on interactive gambling: April to June 2022

In 2021–22, our focus was on affiliate services that promote and drive traffic to illegal online casinos. These sites typically present as independent reviewers of gambling services. They provide direct links to illegal gambling services, often receiving a commission for click-throughs.

We targeted investigations into 20 affiliate services to disrupt the marketing and supply of illegal online gambling services in Australia.

These services were found to be:

• in breach of the ban on advertising illegal gambling services under the IGA
• aiding the act of providing illegal gambling services.

In this quarter, we finalised 7 of those investigations into affiliate services – each with a breach finding.

All 20 investigations undertaken as part of this compliance priority have now been finalised.

Of the 191 enquiries and complaints we received, 174 (91%) were valid complaints that we could investigate under the IGA.

We completed 24 investigations that involved 32 gambling sites. We found one or more breaches of the IGA in 23 investigations. There were 39 findings of breaches:

• 33 for providing a prohibited interactive gambling service to Australian customers
• 5 for providing an unlicensed regulated interactive gambling service to Australian customers
• one for advertising a prohibited and/or unlicensed regulated interactive gambling service in Australia.

Types of breaches

We issued formal warnings to 21 providers:

• Lootie Limited for providing a prohibited interactive gambling service (Lootie).
• Ralseft Limited for providing an unlicensed regulated interactive gambling service (Lotto Express).
• Dama N.V. for providing prohibited and unlicensed regulated interactive gambling services (Bambet Casino, Dazard Casino, Level Up Casino, Rocketplay Casino, Wild Tornado Casino and Cobra Casino).
• Mr Joshua Walker for being a party to providing prohibited interactive gambling services (LegitGamblingSites).
• First Class Media for providing a prohibited interactive gambling service (Azure Hand).
• Tabella s.r.o for providing a prohibited interactive gambling service (Azure Hand).
• Netsurf Media S.A for providing a prohibited interactive gambling service (Azure Hand).
• Mr Henry Williams for advertising prohibited interactive gambling services in Australia and being a party to providing prohibited interactive gambling services (Pokies Lab).
• Dama N.V. for providing a prohibited interactive gambling service (Megaslot).
• Dama N.V. for providing a prohibited interactive gambling service (Bitkingz).
• Galaktika N.V. for providing a prohibited and unlicensed regulated interactive gambling service (Jet Casino).

• Media Source Plus Ltd for being a party to providing prohibited interactive gambling services (Legit Gambling).
• Alt.bet Exchange B.V. for providing a prohibited and unlicensed regulated interactive gambling service (Tusk Casino).

We reported 16 URLs to accredited family-friendly filter providers for inclusion in the sites blocked when the filters are installed.

We have continued website blocking of services found in breach of the IGA. The majority are casino-style services offering games like blackjack, roulette, poker and slots. A number of the sites also provided wagering services without an Australian licence. It is an offence to provide or advertise these types of services to customers in Australia.

We blocked the following 90 websites. These relate to illegal gambling and affiliate advertising services, and include alternate sites that have been set up to circumvent the blocks:
