Our compliance priority

In 2021–22, our focus is on affiliate services that promote and drive traffic to illegal online casinos. These sites typically present as independent reviewers of gambling services. They provide direct links to illegal gambling services, often receiving a commission for click-throughs.

We are targeting these affiliate services to disrupt the marketing and supply of illegal online gambling services in Australia.

We finalised 3 investigations into whether these affiliate services were breaching the ban on advertising illegal gambling services. We also looked at if they were a party to providing the illegal casino services to Australians by including direct links for customers. We found all 3 services were in breach of the IGA.

For the first time, we asked Australian internet service providers (ISPs) to block the following 11 affiliate advertising websites. These have been investigated previously by the ACMA and found in breach of the IGA. They relate to 7 affiliate advertising services and include 4 alternate sites set up to circumvent the blocks:

Enquiries and complaints

Of the 197 enquiries and complaints we received, 176 (89%) were valid complaints that we could investigate under the IGA.

Investigations

We completed 15 investigations that involved 20 gambling sites and apps. We found one or more breaches of the IGA in 14 investigations. There were 23 findings of breaches:

  • 18 for providing a prohibited interactive gambling service to Australian customers
  • 3 for providing an unlicensed regulated interactive gambling service to Australian customers
  • 2 for advertising a prohibited and/or unlicensed regulated interactive gambling service in Australia.

Enforcement and disruption action

We issued formal warnings to 10 providers:

  • Jake Parsons, Corey Robinson and Benjamin Denton for providing a prohibited interactive gambling service (Paramount Poker)
  • Endorphins Pte Ltd for providing a prohibited interactive gambling service (Grand Rush)
  • Tech Play Platforms Consulting Ltd for providing a prohibited interactive gambling service (Koala Royal)
  • TechSolutions Group N.V. and TechSolutions (CY) Group Limited for providing a prohibited interactive gambling service (National Casino)
  • Zagox Management N.V. for providing a prohibited interactive gambling service (Juicy Stakes)
  • Dama N.V. for providing prohibited interactive gambling services (Spin Bit, Ladyhammer Casino – rebranded as Fight Club, Kim Vegas, Queenspins and Yoju)
  • Jackerbit Design for advertising a prohibited interactive gambling service in Australia and being a party to providing the prohibited gambling service to Australians (CasinoShortlist).

We reported 25 URLs to accredited family-friendly filter providers for inclusion in the sites blocked when the filters are installed.

Website blocking

We have continued website blocking of services found in breach of the IGA. The majority are casino-style services offering games like blackjack, roulette, poker and slots. A number of the sites also provided wagering services without an Australian licence. It is an offence to provide or advertise these types of services to customers in Australia.

We blocked the following 29 websites. These relate to 5 illegal gambling services and include 24 alternate sites that have been set up to circumvent the blocks:
