Changing the trading rules for Defence spectrum licences

We think the Trading Rules for Defence Spectrum Licences Determination is working well. We want to replace it with a new instrument before the sunset date. 

We are floating minor changes to the wording and structure of the instrument. You can find full details in the consultation paper.
