Proposed changes to the Numbering Plan and other instruments

The Numbering Plan, Pre-selection Determination and Portability Suppliers Determination are due to sunset in 2025. We are reviewing these instruments to ensure the rules remain relevant in a changing environment.

The issue

After the release of our discussion paper in June 2024 and other targeted consultations, we have a new draft Numbering Plan and draft Portability Suppliers Determination for consultation. 

We are proposing to let the Pre-selection Determination sunset on 1 April 2025.

Key changes in the draft Numbering Plan include: 

  • the introduction of new number ranges for internet of things services
  • mobile numbers classified as their own number type  
  • the removal of redundant or low-use number types and ranges
  • a provision to cancel the enhanced rights of use for smartnumbers if the number is used for scam calls.

The consultation paper above sets out our proposal for all 3 instruments. We invite your comments on the key issues. 

Under the Telecommunications Act 1997, we must consult on the draft Numbering Plan for 90 days. The consultation will close on Wednesday 12 February 2025. Unfortunately, we cannot offer any extensions.
