The 2021–22 ACLC CRIS was approved by the Minister for Communications on 26 April 2023 and was published by the ACMA on 19 May 2023.

We received 3 submissions from industry and published a response to submissions in Attachment D of the 2021–22 ACLC CRIS.

Previous consultation: The issue

The Telecommunications (Carrier Licence Charges) Act 1997 imposes an Annual Carrier Licence Charge (ACLC) on each carrier licence in force at the beginning of a financial year. The ACLC is calculated annually to recover certain telecommunications costs incurred by the ACMA, the Australian Competition and Consumer Commission and the Department of Infrastructure, Transport, Regional Development and Communications from carriers.

The ACMA is required to prepare a Cost Recovery Implementation Statement (CRIS) in accordance with the Australian Government Cost Recovery Guidelines for the implementation of the proposed ACLC each year.
