Preparatory Group for WRC–15

Following the World Radiocommunication Conference 2012, the ACMA established the Preparatory Group for the World Radiocommunication Conference 2015 (PG WRC-15) scheduled to be held from 2-27 November 2015 in Geneva, Switzerland.

The key role of the PG WRC is to prepare for WRC-15 by developing Australia's positions on the Agenda items as listed below.

Membership of the PG WRC includes representatives of peak industry bodies, government departments and Chairs of the Australian Radiocommunications Study Groups (ARSGs). Members aim to provide a sufficient perspective of their industry sector that together represents a comprehensive overview of the Australian radiocommunications industry interest in WRC-15 Agenda items.

Membership of the PG WRC is at the invitation of the PG Chair.

The PG WRC is expected to meet approximately three times per year prior to key ITU and Asia Pacific WRC focused meetings and develop Australia's preliminary views on WRC-15 Agenda items.

Preparatory Group Terms of Reference

1. PG WRC Terms of Reference

On the basis of inputs from the ACMA and interested stakeholders, and taking Government policy into account, the Preparatory Group to prepare for World Radiocommunication Conferences will provide advice and recommendations, as necessary, to the PG and the ACMA. The advice and recommendations will pertain to Australia's broad directions and priorities in relation to international radiocommunications regulatory, technical, operational and standards activities in both regional and international forums addressing the agenda items listed for the next two WRCs.

Taking these broad directions and priorities and the views of stakeholders into account, including all routine activities, the PG WRC will provide a forum to develop advice and recommendations to the ACMA in order to:

  • assist the ACMA in formulating and preparing Australia's positions and proposals for international meetings and conferences concerning international radiocommunications regulatory, technical, operational and standards matters; and
  • provide advice and guidance on PG WRC matters that are relevant to Australian Radiocommunications Study Groups (ARSGs) and the Preparatory Group for the Radiocommunication Assembly and Radiocommunication Advisory Group (PG RA/RAG).

2. PG RA/RAG Terms of Reference

On the basis of inputs from the ACMA and interested stakeholders, and taking Government policy into account, the PG WRC-15 for the International Telecommunication Union (ITU) Radiocommunication Assembly and Radiocommunication Advisory Group (PG RA/RAG) is to prepare for Australia's participation in the 2015 ITU Radiocommunication Assembly (RA) and annual meetings of the ITU Radiocommunication Advisory Group (RAG).

The PG RA/RAG will provide advice and recommendations, as necessary, to the PG and the ACMA. The advice and recommendations will pertain to Australia's broad directions and priorities in relation to international radiocommunications regulatory, technical, operational and standards activities in both regional and international fora leading to and ending at the WRC-15.

On the basis of inputs from the ACMA and interested stakeholders and taking Government policy into account, the PG RA/RAG will:

  • provide advice and recommendations to the PG and ACMA on Australia's broad directions and priorities in relation to advancing the ongoing development of the ITU Radiocommunication Sector (ITU-R) and improve the efficiency and effectiveness of ITU-R Study Group work through the next meeting of the RA and the annual meetings of the RAG;
  • coordinate and present the views of stakeholders to the PG and ACMA to assist in preparing advice on Australian positions and proposals for international meetings concerning improvements to ITU-R working methods as relevant to the RA and RAG; and
  • provide advice and guidance on relevant PG RA/RAG matters that are relevant to Australian Radiocommunications Study Groups, and the PG WRC-15.

The PG RA/RAG will be chaired by an officer of the ACMA and will develop its own working procedures consistent with the Advisory guidelines.
